It was launched at the Oslo seminar &#8216;Emerging Powers in the 21st Century: the regional and global significance of Brazil, India, Indonesia, China and Turkey&#8217;. This seminar was organized by the Norwegian Peacebuilding Centre (NOREF) and the <a href=\"http:\/\/www.prio.no\/\" target=\"_blank\">Peace Research Institute <\/a><a href=\"http:\/\/www.prio.no\/\" id=\"__mce_tmp\" target=\"_blank\">Oslo<\/a> (PRIO).
