Since 2008, she is the WASHCost Project Director. WASHCost, a five-year initiative funded by the Bill and Melinda Gates Foundation, has worked with countries to identify the long-term costs of sustaining rural and peri-urban water and sanitation services. WASHCost has embedded the concept of life-cycle costing with donors, national and local governments and NGOs, so that services continue to meet national standards reliably for generations. At present Catarina is leading the innovation and international programme of the IRC. <\/p>\n
Country experience within IRC includes assignments mainly in Africa (Mozambique, Burkina Faso, Ghana, Sierra Leone, Cape Verde, Ethiopia) and Asia (India, Bangladesh) and advice for several Foundations, Development Banks, International Organisations and Governments.Mrs. Fonseca holds a MAs in Development Studies specialized in agriculture and rural development (The Hague, Netherlands) and was originally trained as an Economist (MAs, Lisbon, Portugal).
